of Police, Perak, in which he complains that
on proposing to take the office at Perak he was refused four months' leave of absence on full pay from Hong Kong and twelve months' leave on half pay; that his desire to supplement his limited emoluments in Hong Kong at no cost whatever to the Government of this Colony by working elsewhere during vacation leave, was denied to him.
Your Lordship will see that I simply acted on the recommendation of the head of Mr. Wagner's former department here, Captain Deane, and on the opinion of the then Acting Colonial Secretary, Dr. Stewart, - the minute of the latter, dated 30th of December, 1880, being:-

"The Secretary of State's sanction to Mr. Wagner's retirement from this Colony seems to me to involve his resignation of his present post and the loss of all the privileges which attach to it.

In connection with this I would invite Your Lordship's attention to the correspondence with the Government of the Straits Settlements in which I pointed out the expediency of adhering to the prescribed course
