Your Lordship will see that I simply acted on the recommendation of the head of Mr. Wagner's former department here, Captain Deane, and on the opinion of the then Acting Colonial Secretary, Dr. Stewart, - the minute of the latter, dated 30th of December, 1880, being:-

"The Secretary of State's sanction to Mr. Wagner's retirement from this Colony seems to me to involve his resignation of his present post and the loss of all the privileges which attach to it.
